Business Standing in the Name of Members in Opposition
Mr. Williams (Nelligan) moved:
THAT the National Assembly demand that the Parti Québécois Government withdraw from Bill 161, An Act to again amend the Taxation Act, the Act respecting the Québec sales tax and other legislative provisions, the sections that impose an increase in income and other taxes on Québec taxpayers.
Following a meeting with the House leaders, Mr. Pinard, Vice-President, announced the allocation of speaking time for the proceedings with respect to this motion: ten minutes shall be allotted for a reply by its mover and five minutes shall be set aside for each of the independent Members; the two parliamentary groups shall share equally the rest of the time allotted for this debate; within this framework, any time not used by a parliamentary group shall be added to that of the other group while any time not used by the independent Members may be redistributed amongst the parliamentary groups, and individual addresses shall not otherwise be limited.
And debate arising on the motion moved by Mr. Williams;
The debate being concluded, the question was put on this motion; a recorded division was thereupon demanded.
At the request of Mr. Boulerice, Deputy Government House Leader, the division was deferred until Routine Proceedings on the present sitting day.

The abstract of a petition respecting the implementation of the tariffs integration in Greater Montréal´s mass transit system and signed by 1057 citizens from the Montréal region.

Deferred Divisions
The Assembly took the division, which had been deferred at the sitting of 18 November 1997, on the motion moved by Mr. Brassard, Minister of Transport, for the passage in principle of Bill 159, An Act to amend the Act respecting the Ministère des Transports in order to establish the rolling stock management fund.
The motion was carried on the following vote:

Accordingly, Bill 159 was passed in principle.
On motion by Mr. Jolivet, Government House Leader, Bill 159 was referred for clause-by-clause consideration to the Committee on Transportation and the Environment.

The Assembly then took the division, which had been deferred during Business Standing in the Name of Members in Opposition earlier in today´s sitting, on the motion moved by Mr. Williams (Nelligan). This motion reads as follows:

Mr. Boulerice, Deputy Government House Leader, convened the following Committees:
the Committee on Culture, to continue its special consultations on the report from the committee on the establishment of a very large library entitled "Une grande bibliothèque pour le Québec" (A large library for Québec);
the Committee on Institutions, to give clause-by-clause consideration to Bill 163, An Act to amend the Public Curator Act and other legislative provisions relating to property under the provisional administration of the Public Curator;
the Committee on Labour and the Economy, to continue its clause-by-clause consideration of Bill 149, An Act to reform the Québec Pension Plan and to amend various legislative provisions.

Passage in Principle
Mrs. Marois, Minister of Education, moved, -That Bill 166, An Act to amend the General and Vocational Colleges Act and other legislative provisions, do now pass in principle.
After debate thereon, the motion was carried on division and Bill 166 was accordingly passed in principle.
On motion by Mr. Boulerice, Deputy Government House Leader, Bill 166 was referred for clause-by-clause consideration to the Committee on Education.
