THAT the National Assembly offer its sincere condolences to the family and friends of Mr. Ulric Blackburn, who passed away last 2 June, and mark his important contribution to the development of the city of Chicoutimi and of the Saguenay Lac-Saint-Jean region in addition to his involvement in the Union des municipalities du Québec.

The Assembly resumed the debate on the motion to suspend certain rules of procedure moved by Mr. Brassard, Government House Leader, at the sitting of Thursday, 3 June 1999.
The debate being concluded, the question was put on this motion; a recorded division was thereupon demanded.
At the request of Mr. Brassard, Government House Leader, the division was deferred until the resumption of proceedings this afternoon.

Before putting the question on the motion, Mr. Paradis, Official Opposition House Leader, raised a new argument against the receivability of the motion. He asked the Chair if it is possible, in a motion to suspend certain rules of procedure, to suspend paragraph (3) of Standing Order 87.
After having taken the question under advisement, Mr. President rendered the following decision:
RULING FROM THE CHAIR
It is possible to suspend paragraph (3) of Standing Order 87 via a motion to suspend certain rules of procedure. Standing Order 87 provides solely for the sequence in which the Orders of the Day shall be taken up by the Assembly. The suspension of the application of paragraph (3) in Standing Order 87 does not eliminate the possibility of introducing a motion relating to the conduct of the Parliament and of its Members. However, such a motion would not have precedence in the Assembly so long as the motion to suspend certain rules of procedure is in force.

Passage
Mr. Landry, Minister of Revenue, moved the passage of Bill 63, An Act respecting certain contracts entered into by the Ministère du Revenu.
And debate arising;
Before the question was put on the motion for the passage of Bill 63, Mr. Paradis, Official Opposition House Leader, raised a point of order on the irregularity of the procedure for clause-by-clause consideration used by the Committee of the Whole. He maintained that upon conclusion of its proceedings, the Committee should have moved a motion to adopt the said Bill, and this was not done. Mr. Bissonnet, Vice-President, rendered the following decision on the question raised by the Official Opposition House Leader:
RULING FROM THE CHAIR
According to parliamentary tradition, the committee which gives clause-by-clause consideration to a bill is only required to adopt the constituent elements of the bill. It is not required to adopt the bill as such. It is the Assembly which disposes of the bill at the passage stage.
