Bonjour. Je serai bref. Après deux heures de débats, je pensais qu'on aurait
avancé avec un projet pilote qui aurait pu répondre minimalement aux demandes
d'Uber, aux demandes des consommateurs. Et tout indique qu'aujourd'hui on a
quoi? Pour la première fois, un projet de loi qui devient un projet pilote. Je
n'ai jamais vu ça. Je ne veux pas répondre au nom d'Uber, je pense que Uber
aura, d'ici lundi prochain, le temps de répondre, mais en quoi aujourd'hui on a
trouvé une solution pour avancer et comprendre la situation d'Uber au Québec,
comprendre la situation des technologies du XXIe siècle? Je pense
qu'aujourd'hui on n'avance pas, on recule.
M. Vigneault (Nicolas) :
Donc, pour vous, on n'a pas... et c'est très clair, c'est seulement le discours
qui a changé. Le ministre nous dit qu'il est ouvert, mais, dans la réalité, les
règles restent exactement les mêmes.

Entre vous et moi, là, on barre «projet de loi n° 100» puis ça devient un projet
pilote. C'est du jamais-vu. Alors, à quelque part, aujourd'hui, il n'y a rien
de nouveau. On nous dit : Oui, ça va prendre soit de louer ou d'acheter un
permis et d'avoir un permis de conducteur de classe C. Bien, Uber, ce
n'est pas ça. Alors, qu'est-ce qui a changé aujourd'hui? Je vais attendre de
voir ce qu'Uber va répondre d'ici à lundi, mais il n'y a rien de neuf sous le
soleil, là.
M. Bellerose (Patrick) :
Donc, pour vous, c'est de la poudre aux yeux?
M.

:
Bien, poudre aux yeux... Je me serais attendu, minimalement, à ce que le ministre
comprenne la situation, comprenne que les technologies du XXIe siècle...
Didi, qui est le compétiteur d'Uber en Chine... les ententes qu'il y a eu entre
Volkswagen et Toyota avec Uber et Gett... Ils sont à nos portes. Ils sont à nos
portes. Est-ce qu'on va devoir faire des lois chaque fois? Lui prétend déjà,
M. Daoust, là, que Didi et autres, là, vont signer le chèque, là. Bien, je
m'excuse, ce n'est pas ça. Alors, je comprends, d'un côté, qu'il faut protéger
l'industrie, mais il faut s'ouvrir à cette modernité, et là on se referme. Puis
la seule chose qu'on a faite aujourd'hui, là, c'est de barrer «projet de loi
n° 100» pour marquer «projet pilote» en haut.

(Caroline) : What should be in that pilot
project and do you agree with all of the proposals that Uber made on Tuesday?
M.
Bonnardel
: First of all, Uber tabled some proposition. I think that Mr. Daoust
have to talk to Uber, to Mr. Guillemette. He's got to have a discussion
with Uber very fast, I hope before we're starting the «adoption de principe»
next Tuesday. And like we understand this morning, after two hours of debate, I
was thinking that Mr. Daoust was open for Uber in Québec. That's the only thing that has changed is we scrapped the
Bill 100 to have a project… a pilot project.
Mme Plante (Caroline) : What Uber was proposing, including charging more taxes and paying $100,000
for the right to operate, do you agree with all of that?
M.
Bonnardel
: There's some good things, there's some bad things concerning more tax,
but I think most of all Mr. Daoust, Mr. Couillard has to sit with
Uber and find a way that Uber can do business in Québec, protecting the industry, and that's the first thing they have to
do. Uber is in Québec for at
least two years, so now they're… table a bill. That's not responding to this
industry, and I think that we have to find a way for that.
Mme Plante (Caroline) : How much pressure you think Mr. Daoust is under from Young
Liberals, from people in his party? How much pressure do you think Mr. Daoust
is under?
M.

: There is a lot of pressure concerning his young «aile»… his young…

wing in the Liberal Party plus some MNAs. Some MNAs told us that it's… we're not
seeing the «Parti libéral» that was the «parti de l'économie» for about
100 years, the innovation we have with the «Parti libéral». So, I hope
that Mr. Daoust, with the pressure he's got from his young, he's going to
change his mind, and hoping that he's going to find a way that Uber can do
business in Québec.
Mme Plante (Caroline) : Can you make a link with... what is happening today with... a link
to what is going to happen on Monday, the secret meeting that they're having
at... Is there a link to be made?
M.
Bonnardel
: For sure. After almost 10 years at the National Assembly, I never
saw a caucus that will be held two weeks before the end of the session because
they need to talk on we don't know what, with no apparatchik that will be
present at this caucus. So, it's the first time I saw that. I think there's a
major problem, there's «dissidence», we say in French, in their party, and I
think that they're preparing themselves against... and saying to Mr. Couillard
that they are not able to discuss and have a discussion with Mr. Couillard
about these new innovations, about Uber, about the «registre des armes à feu»,
about the situation with the «ministère des Transports» and Robert Poëti. So, I think that some
MNAs are very tired about the way that Mr. Couillard is managing his
leadership. Thank you.
