Proposal to change international adoption rules

WHEREAS Quebec is the only province in Canada that does not allow international adoptions from the USA;

WHEREAS the Secrétariat à l’adoption internationale has imposed binding regulations on international adoption;

WHEREAS interpretations of international law have been made without government oversight;

WHEREAS the Minister responsible for Social Services makes regulations and sees to oversight for international adoption;

WHEREAS individuals adopted abroad do not have access to health insurance or CLSC services upon arrival in Canada due to their ambiguous status.

We, the undersigned, ask the Minister responsible for Social Services to :

change the rules for international adoption to make it more accessible to Québec families;
provide families that manage to adopt abroad with access to the same health care as birth parents as soon as the child arrives in Québec.
