Creation of a permanent youth climate committee in the National Assembly

CONSIDERING THAT the consequences of climate change are having and will continue to have an impact on today's youth, and that they should be consulted on political decisions affecting the environmental balance;

CONSIDERING THAT the Politique québécoise de la jeunesse 2030 envisions Plans d’action jeunesse (including the post-2024 one currently being developed by the Secrétariat à la jeunesse) to include measures to promote intergenerational dialogue and better access for young people to decision-making spaces—measures that previous youth action plans have not sufficiently delivered;

CONSIDERING THAT youth aged 15 to 29, representing 17 % of the population in 2021, are not well represented in the Quebec National Assembly, to the extent that out of 125 Members of the National Assembly, only 10 were under 35 in 2022;

CONSIDERING the trans-partisan motion adopted unanimously in April 2022, committing the government to examining—in a horizontal, inclusive, participatory and transparent process—the creation of a permanent youth climate advisory committee;

CONSIDERING THAT various forms of such a committee currently exist at both the regional and federal levels; and that such councils have existed in Quebec in the past; 

CONSIDERING THAT young people, through a consultation process conducted in November 2022, have expressed the importance of such a committee being independent, representative of the diversity of Quebec youth, adequately funded, and fostering meaningful intergenerational dialogue on climate;

We, the signatories, ask the Quebec government to move from the research phase to the creation of a permanent youth climate committee in the National Assembly.
