Additional consultations and amendments to Bill 15, An Act to make the health and social services system more effective

WHEREAS there has been insufficient consultation on Bill 15, which proposes a major and radical shift in health and social services policy not yet fully understood;

WHEREAS Bill 15 would centralize management of health and social services under the new Santé Québec agency to which all 30 heads of the regional authorities would report, abolishing the boards of all local institutions and removing any management role from patients, volunteers and communities; 

WHEREAS Bill 15 would jeopardize access programs guaranteeing adequate health and social services in English and jeopardize the status of bilingual institutions;

WHEREAS charitable foundations could see a loss of health research funding, resulting in diminished innovation, care and procurement of vital equipment; 

WHEREAS Bill 15 would adversely affect the health and well-being of all Quebecers;

We, the undersigned, ask the Government of Québec to:

• reconsider Bill 15 to avoid negative effects on patients, volunteers, researchers and Quebec’s local communities;
• hold additional consultations so citizens and groups who did not have the opportunity to be heard can be;
• make amendments to preserve local health and social service governance and proximity to the community, including in the English language.
