Implementing concrete actions to ensure a reliable and safe electricity network in the Outaouais region

WHEREAS, over the past decade, residents of the Outaouais region have faced recurrent power outages that disrupt their daily lives;

WHEREAS, among Québec’s 104 Regional County Municipalities (RCMs), three in Outaouais (Papineau, Collines-de-l’Outaouais  and Pontiac) have recorded the highest average annual number of power outage hours  over the past five years, nearing 40 hours;

WHEREAS these failures, even in clear weather, inconvenience the population, entail  significant costs (loss of food, purchase of generators ) and can endanger vulnerable individuals who depend on a constant and reliable electricity supply;

WHEREAS these frequent interruptions are mainly caused by a lack of adequate  maintenance (such as clearing) of overhead lines, which undermines the reliability of the electrical grid, and that  Hydro-Québec’s current vegetation management plan appears insufficient to address the situation within a reasonable timeframe;

WHEREAS, it is essential that concrete actions be quickly implemented to ensure a reliable and safe electrical grid for all;

We, the undersigned, ask the Government of Québec to:

  • implement an emergency action plan for the Outaouais region;
  • increase investments in the maintenance and modernization of the electrical grid, specifically in the Outaouais region;
  • plan regular inspections to prevent major failures;
  • accelerate the replacement of outdated or damaged lines;
  • prioritize the region’s resilience against extreme weather events.
