Improve Cellular Coverage in the MRC Pontiac

WHEREAS the Coalition Avenir Québec promised to extend cellular coverage to rural regions by 2026;
WHEREAS the MRC Pontiac remains excluded from current provincial plans;
WHEREAS municipalities in western Pontiac and other municipalities experience frequent outages during which fibre-optic and landline networks fail, preventing access to emergency services;
WHEREAS the lack of cellular coverage has contributed to serious incidents, including deaths, and cross-border roaming sometimes redirects emergency calls to Ontario, causing delays;
WHEREAS reliable cellular service is essential for public safety, quality of life, and economic development;
WHEREAS Canadian Radio-television and Telecommunications Commission frameworks provide for roaming agreements and infrastructure sharing, and as Opération couverture cellulaire does not guarantee full coverage in the MRC Pontiac;
We, the undersigned, ask the Government of Québec to:
- include the MRC Pontiac in expansion plans with a timeline and public progress reports;
- prioritize local infrastructure to prevent cross-border delays;
- require mandatory and reasonable roaming agreements in underserved areas;
- deploy temporary solutions during major outages;
- maintain priority for emergency services;
- ensure reliable coverage throughout the MRC Pontiac.
