Consultation of the First Nations regarding the Plan Nord

WHEREAS the Plan Nord foresees the exploitation of the resources in the Nitassinan and in Northern Québec;
WHEREAS the Government of Québec omitted to consult democratically the First Nations and did not obtain an authorization on their part to go through with the Plan Nord project, which infringes their right to prior consent and to their fundamental rights as recognized by article 19 in the United Nations Declaration on the Rights of Indigenous Peoples;
WHEREAS the exploitation of the natural resources will have irreversible effects on the environment, the populations and their way of life;
WHEREAS, uranium is not excluded from the workable ores;
WHEREAS the Plan Nord aims to exploit the maximum of resources on a short term and the consequences resulting from this eagerness are susceptible to infringe on the rights of the future generations;
WHEREAS the Government of Québec, Hydro-Québec and some industries have been exploiting resources for more than 60 years, without having consulted democratically, without having obtained authorisation or given reasonable royalties to Québec’s First Nations;
WHEREAS many errors have been made against the First Nations in the past;
We, the undersigned, demand the immediate suspension of the Plan Nord, a thorough information campaign on its effects and impacts, the holding a vast consultation of all the members of the First Nations from Northern Québec and the settlement of present disputes.
