Creation of a joint specialized response unit in cases of presumed criminal kidnappings

CONSIDERING the mysterious and disturbing disappearance of Ariel Jeffrey Kouakou, which occurred on March 12, 2018;  

CONSIDERING the irregularities found in the reporting procedure to Local Police Station 10 in Montreal;   

CONSIDERING the real threat posed by presumed criminal disappearances and/or abductions of children or people anywhere and at any time. In referring to the information on disappearances available on the Montreal Police Service website, we found that there was, on average, one disappearance per month, from November 2017 to March 2018;

CONSIDERING the nonexistence of a joint Québec Provincial Police/ major police force security squad specialized in kidnapping cases;  

We, the undersigned, ask the Government of Québec to:

• accelerate the implementation of measures to create a joint rapid response unit specialized in presumed criminal kidnapping cases;
• provide the specialized unit with the means to act more promptly in abduction cases.
