Amendment to Bill 2, An Act to tighten the regulation of cannabis, to include an exemption relating to medical cannabis

CONSIDERING THAT one in four cannabis users consume for medical reasons only;

CONSIDERING THAT cannabis is prescribed by physicians for a variety of serious medical problems including acute neuropathic pain, spasticity and neuropathy associated with multiple sclerosis, appetite loss in patients with HIV wasting syndrome, and chemotherapy-induced nausea;

CONSIDERING THAT if smoked or vaped, cannabis can provide relief in 15 minutes, contrary to 60 to 90 minutes following the ingestion of oils, capsules or edible products;

CONSIDERING THAT medical cannabis users may sometimes need to consume multiple times per day to obtain symptom relief, including in public spaces;

CONSIDERING THAT landlords and condominium boards ban the consumption of cannabis in rental properties and condominiums without considering the medical needs of some;

CONSIDERING THAT a ban on consumption in public places will unduly affect users of medical cannabis and that they are entitled, under the Quebec Charter of Rights and Freedoms, to the recognition and exercise of these rights, without distinction, exclusion or preference including based among others, on social condition, disability or means of palliating a handicap;

We, the undersigned, ask the Government of Québec to include an exemption in Bill 2, An Act to tighten the regulation of cannabis, that will allow for the smoking or vaping of medical cannabis in public places where the regulations authorize tobacco consumption.
