Voting by mail for the 2021 municipal elections

WHEREAS COVID-19 may impact our society for years to come, as doctors and scientists suggest the pandemic could possibly affect us in successive waves over the next years;

WHEREAS our society has had to make unprecedented changes to protect public health including banning public gatherings, enforcing self - quarantine and promoting social distancing;

WHEREAS reducing risk should become the basis of our future policies;

WHEREAS municipal elections in Quebec are slated for November 7, 2021 and will draw a  large numbers of voters to congregate at polling places;

WHEREAS many jurisdictions across North America already allow voting by mail, with some obliging all ballots be sent by mail;

WHEREAS voting by mail facilitates democratic participation and also reduces the number of persons gathering at polling places;

We, the undersigned, ask the Minister of Municipal Affairs and Housing to examine the modalities of voting by mail and permit all voters to cast their ballots by mail for the 2021 municipal elections.
