Introduction of protective measures against COVID-19 in schools

WHEREAS COVID cases and hospitalizations are increasing, while half of children aged 12 and over are not fully vaccinated, and no vaccine is available for younger children;

WHEREAS the much more contagious Delta variant puts Quebec’s children at risk of long COVID, hospitalization and even intensive care;

WHEREAS schools must remain open;

We, the undersigned, ask the Government of Québec to:

• require Public Health department to immediately formulate a plan to minimize transmission by children until all age groups have been vaccinated and community transmission is lower. Any credible plan must acknowledge the importance of aerosol transmission and provide for the installation of air purifiers;
• maintain previous protective measures: masks at all times inside schools (including in class), hybrid schedule, bubble cohorts, and isolation of anyone in contact with a positive case (regardless of vaccination status);
• Ensure that online schooling be available to any student or parent upon request;
• make vaccination mandatory for all school personnel, with regular testing for those with medical exemptions to vaccination;
• Provide for regular screening of students with rapid tests to prevent outbreaks;
• implement these measures in an equitable manner so that no one in Quebec is left behind;
• re-evaluate these temporary measures depending on the epidemiological situation and vaccination rates.
